Abstract
The study of NGOs, and other international organizations, generally confronts a paradox. On the one hand, NGOs are much weaker actor than states. On the other, they – or at least some of them – exert real power in fields as diverse as the environment, human rights, and humanitarian action. It was this paradox that made many scholars doing field research or practioners studying IR feel that something with their theories was off. These theories did not fit what they were experiencing. In this lecture, I will look at the way NGOs actors are permeable to other actors and that the way in which they deal with this permeability determines their power and impact. Understanding this permeability will also help us to understand international politics better.
